Excel not adding column correctly

Can somebody please take a look at my spreadsheet? Column C should add up to 100; however, Excel's sum is 101. I've added it up manually over and over. I can't imagine Excel making this mistake, but I can't figure it out. If Excel is adding wrong, wow, we've got a problem!! Here's the link to the spreadsheet. Thanks!

There's row 24 which is minimized and it houses a 1

I can't find where it's minimized. Can you help with that as well? Thanks.

You will see it goes row 23 and then row 25. Row 24 is very narrow in between, either widen it or autofit the rows.
