Excel link to sql after major crash

I’m in need of help. We had a major virus that took out all the server systems. I was able to restore the data to a new SQL sever and the data looks ok. Problem is we have is that we have a 15year old excel van application that reads and writes to this database. Within it there is an ini file to indicate what server name to pull the data from on start of the program. With the new server I can not get this to connect at all. I keep getting the error cannot connect to database. Not sure what the issue is. Could it be premissions not set on new sql? Not sure where to look. I’m pretty desperate.
