excel issue-needs in normal excel not 365

Do you always have the one empty row between the lookup values? Are there always only 2 items to return?

yes the Employee lookup table has one empty row, but can remove in input table A (employees name table)----
but CANT remove in product table and also sometimes it has more than two entries but can make to add employee name once for all entry done at that time.
