Excel is skipping blanks when pasting and I don't want it to.

After the last update, excel 365 has been skipping blanks regardless of the checkbox in the paste special dialog.
I can't seem to find anyone with this issue on the internet.
So, I have resorted to seeking assistance here, in this forum.

Additional info:
This problem is a huge p.i.t.a. when running some of the macros I have written at work.
Many of these macros begin with me "selecting all" on a webpage within a database program, then letting the macro paste the html off to the side, clean it up, recopy the table data portion, then append it to a list.
Since the paste skips blanks now, it is looking to the wrong row to begin a range selection, and selecting too far down because of the lack of a blank line.

I also just noticed that now if I paste a number with leading zeros, like 00001910012414133240 into a cell formatted as "text" it is no longer displaying it as text. Instead, now it acts like it's formatted as "general" and pastes the number in scientific notation like 1.91001E+15 :banghead: (there was no pulling hair out emoji)
