Excel: Insert cut/copied rows or columns option greyed out

I'm using Excel 2010 and when I right-click on a row or column, the Insert/Insert cut/copied rows/columns context specific options are greyed out. The options work when I open excel in safe mode.

This happens in all workbooks, including brand new ones. I've looked through the Excel Options but can't find anything.

Any ideas?

Fastest way to copy a worksheet?
Hold down the Ctrl key while dragging tab for Sheet1 to the right. Excel will make a copy of the worksheet.
If its working in safe mode but not any new workbooks you are creating then it sounds like an add-in within Excel may be stopping you from doing this?

Hmm that's annoying - ok did a quick search and found a post here that mentions deleting the XLB file - but they also have another solution that could be tried without deleting (and I would always recommend renaming or moving the file rather than delete):

1.Right click on a sheet tab and select "View Code"
2.From the "View" menu select "Immediate Window" if it's not already displayed.
3.Paste the following into the "Immediate Window" and press enter: Commandbars("Cell").Reset

Not working :(
Please have a look at the snapshot and let me know if I did it right.

I tried a solution suggested elsewhere on renaming the .xlb file to .old
But excel stopped working post that and I had to rename the extension back to .xlb

The screen shot shows everything you did was correct.

I can see you also have the same query at thetechguy website and they have asked about the personalxlb file - however the only other thing I can think of is to repair Excel to see if that solves it?

Microsoft link to show how to repair is here
