Excel Graph and Error Bar overlapping on top of columns

Good afternoon

I have a bar chart with YoY performance. I wanted to highlight certain area's by using a vertical line that works with the data.

When using an Error Bar it places the line in between the 2016 and 2017 clustered columns when I want it to appear before or after the clustered columns.
