I tried adding this to my Excel and it works but when I close out of Excel, it disappears from my ribbon header. When I browse add-ins, it shows Xlbb checked but I still cannot see or use it.

Any ideas?
 
Where did you extract the file to? Excel may not be able to relocate the file.
 
My desktop at first but then I moved it to:

C:\Users\AppData\Roaming\Microsoft\AddIns
 
Try removing it from your add ins, then reinstalling it from the new (permanent) location
 
I did that twice in C:\Users\AppData\Roaming\Microsoft\AddIns.
 
I did and XL2BB appears once in Excel but vanishing once I close out of it plus those instructions do not specify a target destination folder.
 
Sorry, I just saw the second part of your message about the XLSTART folder and it is now working.

One thing I've noticed is that occasionally the "dynamic array function" message does not appear when it is. Here's an example of a formula using FILTER that doesn't show the message:
