Excel formula to Power BI DAX

Hi everyone,

I have this formula on Excel and I would like to transform to Power Bi, I have already tried but with no success. Could anyone help me?

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
Unless someone is smarter than me would me it help if if you provided sample data with expected result.
