Excel features no longer working

I am creating a budget template. I am sharing it with two others but they haven't added any restrictions. For some reason, I can no longer click certain features in Excel (such as add border or font color). The workbook does have a macro which locks each of the three tabs when the file is opened but I unprotected the tabs when editing and this problem still happens. If anyone can please tell me why this is happening and how to fix it, it would be greatly appreciated.

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
has it been accessed by anyone using a trial or not legitimate software package. Obvious thing to do is a full shutdown, then restart (which I would hope has already been tried)

There isn't a sheet macro as well is there ??
AND
The other users don't have it open do they....or left it open ?
