Excel entry slowed by Conditional Formatting

I have a file with lots of formulas, lots of data and lots of conditional formatting. It has worked fine for many years with Excel 2013 and Windows 10.

I recently "upgraded" to Windows 11. Now when I try to enter data into this file it moves very slowly from one cell to the next. The shet where I am entering data has conditional formatting in column B but the data columns start in column D. As soon as I enter a number in col D and move to col E, Excel hangs for about 5 seconds before it moves.

If I clear all the conditional formatting from col B, the data entry works fine.

COL B = text only, with conditional formatting
COL C = text only, no formatting
COL D-P = numbers (small integers), no formatting

It gets weirder. With the formatting in place, if I start typing a number in col D I get the delay. But if I leave col D blank and start typing in col E, F, G, etc. it works without delay.

The data in this entire tab (about 800 rows so far) get summarized on the next tab with lots of SUMIF formulas. But I repeat, this file has worked fine for many years and only stopped working after my change to Win 11.

I'm stumped.
 
On the Summary tab there are 338 rows with 13 columns and every cell has a formula like this:

=SUMIF(DetailTab!$C$2:$C$3600,SummaryTab!$D3,DetailTab!$D$2:$D$3600)

But again, I don't think the formulas are the problem, even though there is another Detail tab and another Summary tab in this spreadsheet following the same format. There are two reasons - one, this spreadsheet and others with the exact same format and even more data have worked fine for years with Excel 2013 and Windows 10 and because all I have to do to make it work now is clear all the conditional formatting from the Detail tab.
