Excel convert time to Custom

Hi

No matter how I enter the time in excel, excel will change the format to Custom (h:00:00 am/pm).
Why excel does not change the format of the time I entered to "Time" instead of "Custom" ?

If I click cell B3 for example and covert custom to Time excel will change it to 1:00:00 am but why excel did not accept what I entered in cell B2 1:00:00 am as Time? Excel changed it to Custom

my computer Short time is
Short h:mm tt
long h:mm:ss tt

Excel Facts

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
If the cell has General format before you enter the time, Excel will pick a format based on your entry.

If the cell has your favorite format before you enter the time, Excel will use the format you already applied.

You can't tell Excel, "Always use my format for a time."
