Excel Clustered Column chart data labels positioning

[TD="class: postcell"] I have a clustered column chart with volume and %change data. I want the %change labels to always be just above the x-axes, even if they are negative. The %change is on the secondary axes.

How to show all formulas in Excel?
Press Ctrl+` to show all formulas. Press it again to toggle back to numbers. The grave accent is often under the tilde on US keyboards.
This seems to be the best answer I have found.
Insert ->2-D Column ->choose one of them, select the y axisy >Format Axis>set the Axis value of Horizontal axis crosses to be a negative number.
