Excel Chart with Corresponding Table Below

Hello,

Does anyone know how to have the axis of the graph be a table?

The example of the table is below. I would want a line/bar graph to use the months as the axis and the color of the Monthly Actuals and Monthly Budget to be the same as what is used in the graph.
