All,
I will use column A and B as the columns I want to change:

I want to make column A Red if column A is not filled out but column B is filled out. But I want to leave column A White if Column B is not filled out. I have not been able to figure that out.
 

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
Select Col A then > Home Tab > Conditional Formatting > New Rule > Use a Formula > =AND($A1="",$B1<>"") > Select the format you want > OK
