Have they disabled this ? The properties window now replaces the Form.
Can you never see both at once ?

Excel Facts

Why are there 1,048,576 rows in Excel?
The Excel team increased the size of the grid in 2007. There are 2^20 rows and 2^14 columns for a total of 17 billion cells.
Sure.. the properties window and Form swap with View-Properties Window and Forms View Object.
In Excel 2010 properties are under the Project Explorer. You can see what control you're looking at (at the same time).

When the properties window is visible, what happens if you drag the title bar of the properties window on top of the title bar of the project explorer window ?
If it works you may then need to reverse the 2 windows by dragging the project explorer title bar to the properties title bar.

I get the idea, but have made it worse! The left hand pane has gone completely and the remaining areas are full width.
The Project, Immediate and Watch windows I can drag to a small movable window, andrestore back
But the Properties and Form Design (depending which is showing) don't seem to have a title bar at the moment and don't move.
But I'd need to get the LH pane back to have another try.

Can you have a look under:
Under Tools > Options > Docking
and see if you have the Project and Properties windows checked.
If they are turn them off and hit OK
Then go back in and turn them back on again.

Solution
Ahhh brilliant. I had the top 3 only ticked. So ticked them all and the LH pane restored... then I could drag everything and it's all back
now like it should be. Whew! It was sending me bonkers....
Thank you :)
