Excel 2013 - DAX / Powerpivot

I am trying to add an IF condition that looks at the result of the parent row and the result child row to get to a true false. Anyone know how to do this Excel 2013 / Powerpivot / DAX?

All the values are calculated fields placed in values. So basically looking to use IF Parent value1 >0 and Parent Value2 and Child Value 3 are >0 than True, False.
