Excel 2010 Web Query does not refresh on file open, appears to use cached webpage

I have multiple web queries imbeded in an MS Excel 2010 workbook set to refresh on open. They refresh but appear to be using cached webpages from the browser.

In order to get the web query to refresh: In excel, I must right click query, choose edit query. The Edit web query window opens to the webpage (old one from the last time I performed this operation) I have to click the refresh icon in the tool bar to get the updated page then, click the import button to retrieve the most current web data.

Why does'nt excel refresh the webpage data automatically if I have Refresh Control enabled when opening, in the External Data Range properties?
