Excel 2010 Shared Protected Problem

Greetings. I have a workbook that was developed in Excel 97-2003 that is shared and password-protected. It opens up fine in 2007, but is having issues in 2010: The first time I opened it, I had to enter the password twice. It then opened in "Protected" mode. I clicked "Edit Anyway". I then had to enter the password twice more. I saved the file (as a .xls), and now when I open it I have to enter the password three times.

This is a database workbook that is opened up by a macro from a front-end workbook, so we can't just live with it as-is. It will also be used by users with Office 2003, 2007, and 2010. Any ideas?
