Excel 2007 Automatically Turning on Design Mode When Saving and Exiting

Ok,

I have a weekly revenue report that several managers must complete each week. It uses command buttons to guide them through it with userforms. Long story short, 2 managers are using Excel 2007 and it keeps turning on design mode when they save it and exit.

Some things I've done:
  • Saved it with design mode off (no other managers have had issues)
  • Set security settings to automatically enable all macros without warning
  • Checked compatibility issues (nothing related to macros showed up, but this was the first time I've looked here so not sure if it would show there)

The weird thing is all I have to do is open the workbook when they email it to me (everything works fine without any changes), save it, and email it back to them. It works fine after that...

I work remotely, so replicating the issue is proving difficult- and trying to talk them through it is painful. I was thinking about having a macro run when the report is opened to turn it off each time, but I've read that macros won't run at all in design mode (I have a welcome message that pops up when opening, but no one can tell me if that pops up when they have issues).

Has anyone else had issues with this? Any ideas on how to stop it?
