excel 2 match data in multiple value then return value

when i thinking use if else statement to finish this but it can't, because base on Western Electric rules 2 it must return both value.so i have no idea using what condition to process this code.

*example is Two out of three consecutive points fall beyond the 2σ-limit then it will return this both value with related column data.
