In Excel I can use the formula =COUNTIFS(C:C,C2,D:D,D2) to get a count of duplicates within column C and D

Is there an equivalent in Access thru a query?

Column C = ProjectID
Column D = Steps

Easy bullets in Excel
If you have a numeric keypad, press Alt+7 on numeric keypad to type a bullet in Excel.
Just do an Aggregate (Totals) Query in Access, grouping on your ProjectID and Steps fields, and counting any other field.

To do this:
1. Create a new query in Access
2. Add the ProjectID, Steps, and any other field to your query (you can even choose the ProjectID to Steps field again)
3. Click on the Totals button (looks like a Sigma). This will add a Totals row under each field in the Query Builder.
4. Under your third field, change the "Group By" value on the "Totals" row to "Count"
5. View your result.
