Entering value any one cell of a particular row should make other cells 0 or locked

I have consignment codes in the first column and the first row is the place of origin.
Iam required to put either 1 or 0 in a cell in a row, if i put 1 in any cell the other cells should be filled with 0

For example if consignment no SEA8779 is from the state 1 then the cell value will be 1 and the other values will be 0

How can execute this requirement if i want to only fill one cell and the rest of cell will become 0 or locked
