enter time without colon

trying to set up a work spreadsheet for timekeeping and i wanted staff to enter time correctly (07:30) but some are entering 0730 and it is causing issues with adding there total hours worked in the day and week.
what i need is if someone enters 0730 it ill update to 07:30 when a new cell is selected or on enter. below is an example of times they need to enter which will change daily depending on where they are.
start finish hours worked break time (unpaid) travel hours (paid) hours worked overall hours (paid)
0730 15:45 8.15 45 1 7.5 8.5
hope it all makes sense as when they enter time in wrong format the simple sum formula doesnt add it all up in hours worked column and therefore in overall column because of the incorrect entry time,
i know, enter it correctly but its hard to police and there will always be those that do it wrong and it runs 7 days a week with lots of employees so i am struggling to keep tabs on it.

use a data validation
choose time from the dropdown
and then
00:00 to 23:59 - should work

Validation does flag up errors but when i click retry it jumps cell and starts a = sum.
So A1 is entered incorrectly.
Validation pops up - retry.
Moves to cell A2 and starts = formula in A1.
How can i stop this and just ask to retry in same cell??

the pointer does not move for me - stays in the same cell
and then on
retry
the pointer is still in A1 waiting for the entry to be remade correctly

no idea why it would jump to cell A2 or start an =Sum

have you tried on a different workbook , in case that work book has some sort of problem -
seen this a few times in last couple of days on various forums - strange things happening with excel - text not appearing when typing but in formula bar, pivot table not allowing changes to field settings

If opening a new empty workbook , and setting datavalidation in A1 - and it still doing it then
close everything and rebooting the PC - seems to also cure some of these strange issues

Yes, still doing it, very strange.
Cant seem to stop it entering =A2 to start a sum
Is there any formatting to change the data entry?
If 0730 is entered automatically change it to 07:30??
