Choose the number tap and select "Custom" --> tipe in the box two zeros --> 00 and press enter or click ok.
Next time you type a 1 into the cell, a "0" will be in front of the one.
Enter a custom format of "00" (Without the quote marks)
However, in general it is best to be indifferent to appearance. Since 01 is the same as 1 (numerically), these are the same and are best treated as such, unless there is a strong reason to prefer a particular representation over all others.
