embed / link PDF file to Excel with IF condition

Hello

Is there an option in Excel that allows me to insert a pdf file with for eg. an IF condition? I have PDFs with general terms & conditions in several languages and I want to attach the correct one in an excel based offer, linked to the country / language of the client. If this is not possible in Excel, is it in Access?
