Dynamic naming of timeline

Hi as per the dropbox link, i have a simple timeline that i want to have certain values appear according to their month.

So for example, construction starts 01 Dec 2019, i want the text "Construction Starts" appear in J9, under the month. I then also want the text "Construction Finish" to appear in cell AD9.

And so forth, so that range G9:AQ9 is a dynamic text field according to the dates of the table.
