Dynamic hyperlinking to a cell in a worksheet that changes location

I have a editorial calendar where i'm trying to link to a cell in another sheet where the data is constantly changing and want it to follow that cell.
So cell L2 would link to the corresponding cell within the workbook with the same value as in cell B2 and follow that cell even if it gets moved because of additions or deletions within that sheet or to another sheet.
Any help would be appreciated.
I tried this last but it's looking for the worksheet with that name so link reference is wrong because the worksheets are named as month (Jan, Feb, etc): =HYPERLINK("#"&B2&"!A1",":15 video")
