Dynamic formula value as part of sentence

Formula:

=N24&TEXT($P$25,"+#.#,,;[Red]-#.#,")

This formula is part of a sentence. I need the format of P25 to be +##.# or -##.# regardless of the value. Therefore I need a dynamic formula to factor it if the value is over or under 1,000,000.

The current formula will work if my value is in the millions, but not if its in the thousands. I've exhausted my knowledge at this point. Hoping one of you can help.

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
I don't believe formatting controls like [red] work in the TEXT function.
