Duplicating lines based on query cell value...

So I was wondering if anyone has a suggestion on how I could do this....

I am trying to find a way to duplicate lines based on cell values, below is how I have the table currently..

[TD]Number of Work orders needed[/TD]

[TD]2[/TD]
[TD]4[/TD]
[TD]13[/TD]
[TD]4[/TD]

What I want it to do is take it from that above to show this

As you can see I created as you can see I took the first table, item 1 and made 4 line items for qty 2 each. Then for item two I did the same...

Does this make sense? Does anyone have any suggestions?
