DSUM vs CSE

I've been using CSE formulas (primarily countif and sumif style) in a pretty huge budgeting and forecasting file. The file is getting out of control in terms of calc times, etc. I've been doing some reading up on DSUM and it looks like it could save a ton of processing time, but I fear it won't work with the structure of my data. I'm pulling data from a single source which is good, but the selection criteria are brought in from both the left column (accounts and categories) and the top row (months). From everything I can tell, the DSUM works only if the criteria is in a table format.

The CSE formulas have great flexibility in criteria setting, but the DSUM formulas don't look quite as functional in that way. It looks like they're primarily for answering specific questions as opposed to reporting on data across multiple cells. Do I have that right? Can anyone help?

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
