Drop-down lists are populating non-drop-down list cells

I've got an XLS* with several drop-down lists (from an adjoining tab). When I populate any of the drop-down cells, the remaining non-drop-down cells (using keybd shortcut Alt-down-arrow) have a "virtual" drop-down list of the values of the above cells.

Perhaps there's a handy use for this somewhere, but it's driving me crazy. These are supposed to be blank cells, for simple text input, but any use using the shortcut will be confused by having choices where there shouldn't be any.

* created in Excel 2007, but with the 97-2003 XLS format.

PS: Is there some way I can attach the sample XLS here? I don't see it...
