Drawing a line on a bar chart

I have a series of percentages by location that I want to plot on a bar chart and then have a line through at the level of the average percentage for the region so you can seen very clearly which location are abouve and which are below the regional average.

I tried drawing a line from the draw menu but the line acts independently of the chart and I can't seem to get it to stay in on the chart despite telling it to "go to front" and telling the chart to "go to back". I would much rather have the average line integrsal to the chart - if you see what I mean.

Is there anyway of instructing the chart wizard to put the line in at the specified average percentage level?
