Double Vlookup I believe.

Looking for a formula that will vlookup using "Location and MU" in the first screenshot "Sheet A" and find me the assigned value on screenshot two "Sheet B". The ending results would show the volumes in Column C on "Sheet A"

Google search and my Excel for Dummies book has been of no use. Any help would be appreciated. : )

Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
How about
Excel Formula:
=index('b sheet'!b$2:d$8,match(b2,'b sheet'!a$2:a$8,0),match(a2,'b sheet'!b$1:d$1,0))
