Doing an allocation in Excel

I have another task in excel that I must perform that I hope you'll will be able to help me with.
Once again I am allocating limited money however, this time I need to allocated the same to everyone in increments until the pool is exhausted.

So its almost like dealing cards. For each round I would deal everyone 5 cards until the deck is exhausted.

However, there would be people around the table who have requested more cards than others.

At the point in a round where there are more people awaiting cards than cards available in multiples of fives (Three people remaining and only 12 cards), I must run these scenarios.

1. The person who has the least amount outstanding would be issued first
2. The person with the most outstanding would be issued first
3. It would be shared equality
