Distributing values based on max thresholds

Hello,

I am developing a forecast for work where they want to see profits split between 'buffer pools' based on thresholds set. IE profits will go to pool A until that's full, then to Pool B until that's full and so on. But if something is paid out of Pool A, it needs to come from Pool A and be filled again as priority before Pool B etc. I have a screenshot below of a very basic example, yellow showing what I want it to say but I have filled out manually so hopefully my math is correct.
Notes:
Pool A should be at 1400 (threshold amount) THEN Pool B can be filled to a threshold amount of 800.
If money paid ie POOL A PAID - 1200, then this amount should come out of the pool before Pool B is filled.
Any assistance is greatly appreciated, I've been working on this for a lot longer than I should be. It feels like a basic solution but I just can't figure it out.
