Displaying text based on another cell value

Hi! As shown in the picture linked I have tried a formula which doesn't work. I tried putting the formula inside F15, but it resists to go through. To explain it in words; If H13-I13 (YES, I meant 13, not 11) is less than 0, I want it to show a particular text, if visa versa, the other text should be shown. What can I do?

I use the newest version of excel for mac (downloaded through office 365)

Somehide hide payroll data in column G? Press F5. Type G1. Enter. Look in formula bar while you arrow down through G.
