Display fraction denominator even if zero

I would like to displays lbs and oz as a fraction, something like "5 4/16". Which is very straightforward (format cell, fraction, as sixteenth).

I cannot understand how to define a custom format which forces the denominator to be displayed though, even it's zero. So that I get "3 0/16" instead of "3".

I tried "# #/16" and a few variations, can't figure it out. Any suggestion?

(yes, I could use a more complex formula based on text formats, but I was hoping there would be something simpler, keeping the resulting value as a number)
 

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
On a side note, the number you're looking to display is the numerator, not the denominator.
