Display a date that changes but a time that dont

I need to add a set time to the end of my date (that changes) in a cell. Meaning I am displaying the first day of the month but need the time to always be 7:00AM. Here is what I am using for the date =EOMONTH(TODAY(),-1)+1 Thanks in advance!
