Different update of workbook with links in Excel 2013 and Excel 2016

Hi,

My company has a report in Excel that contains links to other Excel files. A lot of formulas use SUMIFS. Every day the file is archived with the values it has.

When I open the workbook (xlsm) in Excel 2013 I have a prompt to update or not update the links. I click No and the values are intact from the date it was saved.

When I open the same workbook in Excel 2016 I have the same prompt to update or not update the links. I click No and here is the problem. Excel doesn't obey, and the file fills with #Values! probably because it tries to update the formulas of SUMIFS from the closed workbooks.

The problem is that I click No Update and Excel 2016 tries to update. Excel 2013 and Excel 2016 have the same options in the Advanced section of File Options. 'Ask to update automatic links' is clicked and 'Update Links to other documents' is also clicked on both versions of Excel. Trying to unclick 'Update Links to other documents' will not work because it is a workbook option and must be saved in the workbook. This cannot be done in archived files that are hundreds. Additionally, in Data - Edit links and Startup prompt both versions have activated the option 'Let users choose to display the alert or not'. Changing the Startup prompt in Excel 2016 to 'Don't display the alert and don't update automatic links' doesn't work.

Why we have this different behavior between Excel 2013 and 2016. My company has just moved to Office 2016 therefore they cannot open historical files because of this problem.
