Deviation shown in cell with a bar

Hi,

I am asked by my manager to create a deviation chart as given.. The following image is made with 2 image files used as bars.
"1 green bar" in jpg format, and "1 red bar" in jpg format.

* Is it possible to make these bars with a built-in ability of excel in each cell instead of using jpeg files ?
* If not, can you please show me a way how to automatically resize these images regarding to the deviation percentage.
* If the percentage is -100%, it means a full red bar. If the percentage is +100%, it means a full green bar.
