Developer form controls not working

Hi

I’m using Excel with Microsoft 365 on Windows

I have tested adding the scroll bar form control to a new worksheet and it works without issue. However, when I add it to an existing worksheet it doesn’t work at all. It’s visible on the screen and when I hover on it the cursor changes from an arrow to a hand, but beyond that, nothing happens when I click on it or try to drag the scroll bar. I am making sure the item isn’t selected in edit mode before trying to use it.

My Format Control settings are:
Current Value: 2
Minimum Value: 1
Maximum Value: 4
Incremental Change: 1
Page Change: 2
Cell Link: F22

The worksheet where it doesn’t work is protected, but whether the worksheet protection is turned on or off makes no difference. I’ve also tried it with the option on the control locked or unlocked. I’ve also right-clicked on the control and selected Order > Bring to Front to ensure it’s not hidden behind another layer.

Does anyone have any idea what is wrong here? It’s probably my error but I’ve run out of ideas.
