Dependent dropdown list that is linked to a formula

Hey there,
First of all, I want to clear that is my first time to dive into excel that deep so please be patient.
What I want is to calculate the minimum number of toilet fixtures upon occupancy classification and occupant load.
For example: There is a classification called an assembly that contains A1, A2, and A3 type each occupancy has multiple descriptions every disceptio0n has multiple values for male toilets number and female toilets number
Like so:

In some cases, the number of the toilet is restricted by the first 50 people or higher like so
