Deleting colored rows with no data in a heavy/juge file

Hi All,
I have received a file with almost entire rows colored and border formated(more than a million rows) while only 400 rows has data.
It makes this file very heavy and usually my Surface (I have to use it at work PC) crashes. I even tried to select all empty rows and delete them but the Surface can not handle that.
I was wondering if any other way to clean the formatting of empty rows without interfering with the other cells? I have tried Format Painting as well.
Do you guys know ant trick?
Appreciated.
 

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
Select the entire sheet and clear borders and fill?
