Date/Time Stamp when a cell was changed (without VBA)

Hi all, I would like to time/date stamp cell C1 when A1 was edited (via Validation List) but due to security policies on our work servers we cannot use VBA or Macros.

I know about the =(NOW) but this updates when saved and that isnt what I want. Can this be done without VBA or Macros?

The format I would like is HH:MM DD/MM/YY please. Thank you for your time!
 

Excel Facts

Select all contiguous cells
Pressing Ctrl+* (asterisk) will select the "current region" - all contiguous cells in all directions.
Have a look here. Item number 3 is the one I have seen people use most to create a DateStamp without VBA (I have never used it myself, as I always use VBA).
