Data validation Returns Symbol Based on List Value (Instead of List Value Exactly)

I was provided this template for kind of a task tracker that runs off data validation. The main page looks like this:

It works like a traditional data validation list format, where you enter values on the list or select from the drop down. Where I am confused is, as you can see, this returns symbols. However, it's running off this list for the drop-down values:

And here is the actual configuration of the data validation for the ranges applicable:

There's really nothing that is referencing the symbols in column C of the drop-down list. My question is, how the hell was whomever created this, returning those symbols? As you'll see in the below pic, the values you can enter are just 1-3 aligning to the drop-down range in above pic....

Can someone explain to me how its possible to return these symbols in this fashion? Not really interested in methods where I set the symbol as the list range. This method is savvy and I would like to figure out exactly how its being done here, if possible!

Excel Facts

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)

Should add - This template works fine, but I want to figure out how to replicate it so I can apply it/make it from scratch if I needed to in the future. Have tried Googling this but not really finding an exact method that aligns to how this was put together.

It looks as though it's done with conditional formatting.
