Data Properties Tab Grayed Out on unprotected and non-shared workbook

My main issue is that cells are not being refreshed after a macro is run (updating source data).

A REF error is generated when Cells are being refreshed post-macro.

One of the resolution leads is a correction via Data Properties and the External Data Ranges. Though the Properties tab is grayed out and I've been unable to correct the issue. The worksheet and workbook are both unprotected and there are no sharing issues.

Any ideas on why the Properties tab is grayed out? Could this resolve my refresh issue or should I keep working on it?

The Edit Links tab is also being grayed out. These two tabs are grayed out on new workbooks/worksheets as well.

Another lead is using INDIRECT as part of the formula. I haven't seen any quick results but am giving it another try.

I'll provide more information if/when needed after finding out if the data properties update will work or not.
