Data in a Cell to show either SURPLUS/REQUIRED based on which formula is used in adjacent cell

I'm not sure if this can be done, but I have a cell where the formula is

=IF(B4-B7+SUM(B9:B11)<0,(B19-(SUM(B21:B23)))-B16,B4-B7+SUM(B9:B11))

In the adjacent cell I want the text to read either, SURPLUS or REQUIRED based on which of the above formulae are being used.

Is it possible?
