Data / Get External Data disabled after xml import

I'm running Excel 2013 on Windows 7. In one of our workbooks I found I could not access the 'get external data' controls - all are greyed out.

I checked and this seems related to the import of an xml file, exported from SSMS 2016. In a new workbook, selecting Data / GED / ../XML Data Import works and gives me the sheet I want, however the controls are now disabled. This occurs whether or not I save the data source definition in the workbook.

This is limited to the imported data sheet - in a new sheet, the controls are enabled. I've also deleted the connection, again without a change. I also ran through more general troubleshooting tips. Finally, the xml file is just an uncomplicated series of tagged row and column data.

On one hand, why should I care? After all I got my data from the database to the workbook. However things we don't understand sometimes rise up and bite us.
