Custom ribbon tab on Mac (Excel 2011)

I haven't found anything on-line and my own tests are bust.
So - is it possible to add a custom tab to the ribbon in Excel 2011? Not a COM Add-in (though would that be possible?), but a regular workbook/add-in with a custom ribbon.

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
Nope. You can't create COM add-ins either, as far as I know.
