This may seem a silly question, but I will ask it anyway.
Are you selecting the cell , containing the formatting/value that you want to copy down, and one or more cells below it?
I am not an expert but this sounds serious to me. It may be necessary to re-install Excel, and if that doesn't work to re-install Office. I'd be very unhappy without Ctrl + D as I use it a lot.
Curiosity: Does Edit | Fill | Down from the menu work?
Check your "Personal.xls" workbook for any macros that might have Crtl-d assigned to them. There may be a macro that does not do anything viewable that is using that shortcut key assignment.
Try building a new macro and assign Ctrl-d to it.
If there is already a macro using that shortcut, you will get a prompt.
If that is not the case, re-installing Excel might be the next step.

I had installed an app, where the Ctrl+D had been assigned as a shortcut key.
I unchecked the option for that app and i am able to use the option in excel now.
